I find that people can overdo the review. It's like anything else--once you open something up for criticism, then the person has to think of something negative to contribute.
Overdo the review? Who does, the reviewer or the writer? If the piece is still lined up in review queues, thy will be done. If the writer considers it finished, why is it still available for reviews? That's what the Comments Only option is for--readers. Or what it could be used for anyway.
I complain all the time about not getting reviewed. Sometimes WDC is too big and you can't find the attention you may want.
How could this be fixed? Personally, I don't think writers look hard enough. There are review forums out there to suit all types of writers, and they're pretty well identified.
