When giving a Merit Badge, just enter the username itself, with no Writing ML.

From the error message, it looks like you typed:
{b}{suser:elusive4lyn} {suser:jacecar}{/b}
When all you need to type is elusive4lyn and jacecar, separated with commas.

As for creating a "bank" for GPs, you can create a group, with yourself as the only member, and store the GPs there.
