Reviewers don't need to be copy-editors.

Instead of pointing out every instance, reviewers can point out an example of what is off. Pointing out three to a dozen different kinds gives the writer something to work on. The writer needs the practice of finding the errors on their own in order to learn to be a better writer.

If you review that way, then you have not spent a lot of time and effort on a "copy-edit" for nothing if it turns out they don't want to hear that there are places that need work.
