This is a gray area in publishing. Each agent/publisher sets their own standards.
Most people who are serious about publishing, especially for books, use passkeys and/or group-only settings because that is a better fit to the requirements of most agents/publishers for what constitutes a critique group -- that a limited number of people had the ability to access the item, not how many actually did. This kind of access restriction is available at the Upgraded+ membership level, or sometimes from group membership in a review exchange group run by another member.
Most Registered Users do not review, so setting it to Registered Authors is a somewhat better option. However, most reviews on book-length works occur in review-exchange groups.
