The Fans tab used to show only 100. When SM changed the limit awhile ago, I imagine that 249 was more than anyone had then.

Note that showing that many at once makes the page load rather slowly.

You can see all of your Fans in the Favorite Authors section of your Favorites list, which has a sort/search bar and is paginated.
