You're accessing certain portions of the site options. If you click your username in the top left corner and then the options tab near the top, you should be able to see many more options. You can also access it via this link - http://www.writing.com/main/my_account/action/options

Scroll down on that page and you will eventually come to "Manage Newsletter Subscriptions" and "Manage Signatures".
