OT: Securing a proposed title

Hello everyone,
I'm new to the forum and am in the process of self-publishing a "how-to" book. I have finally decided on a title that seems to be unencumbered, so now I want to secure it by registering it or whatever. I'm not clear whether I need to have an ISBN number or any other things in place before I should do this. I'm expecting it will cost me a few hundred dollars and I'm trying to juggle my limited funds with covering my bases. I'm not comfortable spending any money that I really don't have until I know for sure what is needed.

For the sake of full disclosure, I don't have a book cover design, but I have a book proposal so a lot of things are thought out. I don't have a final draft of the book and I am also considering crowdsourcing to help with my self-publishing financial and other demands.

Meanwhile, I'm just looking for some clarity on the title issue.
