Greetings!

Considering titles do not require copyrights (and in fact many works share titles even with having completely different subject matter), this is not something that you will need to worry about spending money to address in your publishing endeavor. (For more information, {xLink:http://copyright.gov/circs/circ34.pdf}here is a pamphlet that breaks it down in clear language.) As far as an ISBN number, that's something usually addressed by publishers, so I would check with potential companies first to see what their process for obtaining an ISBN and what that may cost you. At this point, I think your best bet at this point would be to get a polished draft under your belt while researching potential publishing companies. That will help you ensure your book is in workable shape once you have a publisher selected and also gives you time to set up a detailed budget.
