Well, if the item still exists, you would open the item, scroll to the bottom where the Review area usually is, and click the option to Clear Rating:

Thanks for rating & reviewing. Send the author an email or "Clear Rating" to re-review:
Your Rating: *Starw**Starw**Starw**Starw**Starw* Clear Rating *Left*| View Your Review

When the page reloads, the Review area will be displayed as usual, and you can set a new rating.

If the item owner has deleted the item or changed the setting to no longer allow ratings, there's nothing you can do.
