It depends on the rules of each contest in question. Members run most contests on their own. They set their own rules. Some require brand new entries, some require no previously awarded entries and some contests go for a best of the best approach and suggest well seasoned, edited and awarded entries. As I said, it depends. One of my stories won two contests and received and honorable mention in a third, so it can happen.
