As soon as you post something in your portfolio, it is eligible to be reviewed if you make it public. You can also request reviews on the Plug page or other review request pages. There is no requirement for you to review others, though this is a community site and peer-to-peer reviewing is one of its hallmarks (and one of the great things about the site). And often, reviewing other works on the site leads to reviews of your own work.

You do not need gift points to be reviewed, or to review other's work. But I have sent you a few points with this post.
