To change the number of pixels in a photo using MS Paint:

you can also use this handy in-browser tool to resize an image and then save it to your computer: http://www.picresize.com/

It will guide you along using tooltips and give you a number of options, including setting the custom size of the image (like the 400x400 for WDC) and I find it to be more user-friendly than paint.
