If you are on the "Writing Contests @ Writing.Com"  page, you are looking at links to contests, not the contests themselves.

You need to click on the link to go to the individual contest page. The directions for that particular contest will be on that page. If you don't understand the directions, the person to ask would be the member shown in the header of that particular contest, who is the contest owner. Click on the envelope by their name to open a pre-addressed email form.
