There are many ways to send gift points along with something, such as an email, an IM, a forum post, a review, a review reply, a review reward, a Merit Badge, an AwardIcon, etc.

To send gift points directly, in the left column, Points/Send Gift Points has a form to fill out -- be sure to use the username (for example, yours is pennycp), and not the handle (for example, yours is Penny CP).

In the left hand column, Points/Thank Anonymous is an option when you don't know.
