As it explains in Writing.Com Copyright Policy from Writing.Com 101, the rights this site asks for are non-exclusive display and store rights. When the item is deleted, those rights end, and exclusive rights could then be arranged.
However, publishers are usually also concerned about previous publication that prevents them from getting first rights.
While availability of a draft to a small feedback group usually doesn't bother most of them, having the work available to the internet without any access restrictions is usually considered previously published.
Each publisher sets its own policies, though, and they vary. There is no industry-wide standard for this. If you have any ideas about where you would like to submit your work, you should research what their policies are, and then act accordingly.
