Displacement
AKA Adventures Through Achers Anomaly.
Paul Dylan is the captain of The Cranier and is charged with returned people who have turned up far from home due to Achers Anomaly. It's not easy though. Nothing on his ship works, he's missing a medic, and due to get a Government Representative and counsellor on board. none of which are helping his already bad mood. Except he's always in a bad mood.
