I Don't Understand the Rating System

I have not been on Writing.Com for very long, but I have questions. I don't understand the rating and review system. I have some members that write and say my poem or article cannot be improved upon then they give me a 4 on rating. Why not a five?
If it needs no correction then why would it not rate a five? Why is it only a four? I realize a four is still good but no corrections should be higher, shouldn't"t it? On the other hand, am I missing something in this whole process?

My next question is ( I am not wishing to step on toes either) so, please do not crucify me! If you enter a contest on writing a story, post it in bi tem format along with others, how can the first place winner be someone who hasn't got anything posted on the list? I ran all the way down and the winner was not entered at all. I am not upset over someone else winning first place at all, but don't they have to post in the same forum? When I wrote and asked the contest leader I never got an answer. The second time I enquired about it, I was told that the winner was the one named and that was basically it. I did win in that contest so its not that, that bothers me. I guess I just don't understand the contests enough to feel comfortable doing them that's why I've got questions.
Anyway, thank-you for listening to me ramble.
