Usually, the publisher wants to provide an illustrator for a children's picture book. I would suggest you submit your manuscript to publishers and see if you can get it accepted. Small presses (not vanity or you-pay-we-publish companies) will often work without your having an agent. Major publishing houses won't do anything unless you have an agent.
