Greets, Well, actually... on the "Mail Group" page, on the "Send To:" line, there's a selector box so that you can choose All, "level 2 and above", "level 3 and above", etc etc. So you just move the honoree down to level 1, then send the mail to Level 2 & Above and then change the member back to their original level.
