Both methods Jace described are working when I try them. However, this is a guess at what might be the problem.

In addition to what Jace said --

In either method you use to move an item into a folder, the folders must be created first. After that, you open the item edit page or your portfolio page to do the move.

If you are looking at a page-load of the item edit page or your portfolio page that was sent to your computer before the folders were created, the drop-down menu listing the folders will be empty and will not work because that page-load does not have the new information.

Refreshing the page to get the current (new) information allows the folder menu to work.
