It has been interpreted as a message to indicate that the founders of the Third Reich did not end their mission in defeat at the end of World War II. Instead, with help from Prescott Bush (admitted #1 NAZI in U.S.A during war and grandfather of George W.), they moved on to more fertile pastures - the intellighnce agencies of the USA. There they continue to work on and move forward with many of the same programs that were begun under Hitler in Germany - eugenics, propaganda, and total control of populations, ...
