"It's strange...the Fourth Hokage must've had experience with this jutsu or saw it performed before. He has detailed notes on how to create a scroll and it looks like he was halfway through creating a kind of antidote. I can probably recreate it but it won't be perfect."

Jiraiya smiled and said, "Well that's something at least. How effective will it be?"

Tsunade pulled out a pen and made some quick calculations on the scroll. After a few minutes of hasty scribbling she said, "I'll be able to shrink our own ninja anytime they might get unruly. It looks like the Fourth was trying to make it so he could shrink giants that were created by other dust but never was able to finish it. In other words I'll be able to shrink all the giants that have my dust in them but not that have the Akatsuki's dust in them."

Jiraiya's smile became rather fixed as he said, "Well...that still solves half the problem. As long as we make it clear that giants can't defect and use their power against us the elders don't have a case against us."

Tsunade set this scroll aside slowly and started sifting through the rest of the scrolls that was in the bag. She was no longer just looking to look but was actively searching for something specific. Jiraiya noticed this and said, "Looking for something special?"

Tsunade nodded and said, "That scroll that described the Fourth's attempts to make the growing scroll got me thinking. He understood the whole jutsu concept and had known enough to make an antidote. What if he managed to make a growth scroll but never used it or talked about it since he didn't have a full antidote for it?"

Jiraiya's eyes widened and he said, "That could both advantageous and dangerous. The Fourth Hokage was a powerful ninja. If he did manage to make a growth scroll..."

He let that idea linger in the air. He started sifting with Tsunade through the various scrolls, notes, and books both anxious to find the scroll if it existed. After about ten minutes of searching Tsunade pulled out a very familiar looking scroll. Jiraiya stared at it and said, "That's it isn't it?"

Tsunade nodded and said, "This is definitely a growth scroll from the Fourth Hokage himself."

Jiraiya stood up and said, "What are we going to do with it?"

Tsunade stood up as well, holding the scroll with the care of holding a bomb. She wasn't sure what she wanted to do with it. It was just like with the last growth scroll she made. It was too dangerous to use but even more dangerous to leave alone. The bonds of the village still hadn't been fully healed and the Akatsuki were still at large, waiting to make their move against the village. The main worry was how powerful was this scroll? The Fourth was an amazing ninja to be sure. What if he knew it was too powerful and specifically didn't use it? If she did use it, it was sure to prove a powerful asset for the village.

The pros outweighed the cons at this point. She had to be extremely careful who she chose to use this scroll on. Since it was made with the Fourth Hokage's chakra she wouldn't be able to forcibly shrink whoever she used it on. At least not yet. She handed the scroll to Jiraiya and said, "We're going to have to use it. Will you deliver it?"

Jiraiya nodded and said, "Who are we giving it too?"

Tsunade shook her head and said, "I haven't decided yet. Let's discuss our options first."
