This young woman was someone who had a deep crush on lelouch and he had one on her. Due to the Mao incident however she lost all memories of Lelouch and because of that the crush she had vanished as well. Thus to Shirley Lelouch would be someone she barely knew shrunken in her room. This could mean that Shirley would be cruel to Lelouch which would cause some problems. On the other hand Lelouch knew Shirley very well and she was a kind and virtous person.
Lelouch played multiple scenarios in his head based on what he does and how Shirley would react. He could remain undetected and escape although this may lead to him getting crushed or worse. He could try to get her attention and hopefully she'll treat him well. And the last option Lelouch came up with was stay put and wait until an opportune moment. Lelouch decided...
