The Story:

To end the Resource Wars, the world established the Earth Federation and delegated it the power to institute a harsh policy of population reduction by enforcing a strict worldwide quota for male children born per year.

Under these rules, Pregnancy Control centers test every pregnant woman to determine the baby's gender. If male, a computer randomly selects whether to issue him a boy license out of the annual quota. They do not kill those boys that don't receive licenses, due to popular beliefs at the time the policy began, both the religious opposition to abortion and the theory that Society would become less warlike with a high ratio of women to men. Instead, they inject the baby in the womb with gene therapy to change him into a girl before birth. They conduct all tests and procedures while the mothers are sedated, so families never learn which female babies were originally male.

Far too many of the men in the first generation born under Pregnancy Control took advantage of the oversupply of women, and the population did not decrease as rapidly as the government had planned. In order to accelerate population decline, they quietly legalized cannibalism and instituted Population Management, under which persons holding valid licenses could participate in Girl Hunting.

1c) This is erotic horror. Because of the erotic part, I will monitor anything involving characters under thirteen very closely. If I smell anything sexual about it, expect it to get deleted. I personally consider thirteen roughly the age Nature chose as 'old enough', no matter what our uptight society says, so that's where I draw the line.

2) This story involves a society which considers 'excess' females in its population a source of food. In other words, this is not fantasy vore, but realistic cannibalism. People can not swallowed other people whole, miraculously survive digestion, turn into animals that eat people, etc. etc. Except for a few rare snakes and toothed whales, animals and people capable of swallowing prey the size of humans do not exist, and humans surviving the experience are nearly unheard of.

3) Very limited sci-fi, no magic or fantasy. The setting is a world at our current technology level. We do not have the means to miraculously cause growth or shrinking or instant fat or whatever, and neither does the society in our story.

4) The story has viewpoints for both the prey (always girls) and the hunters/huntresses (guys or girls), and I plan to play as a huntress, but I'm looking forward to seeing what and who you boys cook up as hunters! I will also play as prey and both male and female writers are welcome to join me in the food chain.

You can skip down from this point and get going. However, I am maintaining below this point a quick history and explanation of the world, and an excerpted list of all the known Parks and Wildlife Department's rules (I channeled the souls of dead bureaucrats in order to write this. The dead IRS guys worked out the best.) Try to make sure your hunters live by these rules or I may just write a Game Warden into your story! Also, there's a few clues for story ideas buried in these regs, so you may want to consider reading just for that.




The world suffered scarcity and strife during the years before the Federation. Although the knowledge still existed, the factories didn't, and most conveniences disappeared. However, the decrease in human numbers caused first by the Wars and continued through Pregnancy Control and Population Management gradually eliminated the strain on Earth's resources. Finally, civilization could once again advance, this time under a government determined to insure that overpopulation never again bring calamity.

Technology has now returned to the levels Western Europe, North America and Japan possessed at the beginning of the 21st century, except now enjoyed worldwide. Humanity is at peace. Men enjoy an abundance of women, who outnumber men roughly four-to-one, and women without men enjoy each other with Society's blessings. Everyone is happy... except perhaps those young women who find themselves stalked by the holder of a Full Hunting License.

All citizens know that Pregnancy Control and Population Management control the Earth's population. PC limits the number of men available and PM trims excess population. However, most don't really know how the process of Population Management works. For most, they simply know at least one family, if not their own, who has at some point received a letter from Parks and Wildlife, the department charged with monitoring Earth's population numbers, informing them their loved one's absence is due to Population Management selection.

To keep the process out of sight and mind, the government has always kept the number of available Full Hunting Licenses low. In the early years though, while the Earth still required population reduction, girl hunters enjoyed large limits, in some years as many as ten prey per year. Once the population approached two billion however, the Federation decided that this would be the optimal size and reduced the limits gradually down to their current level of three legal prey (girls fourteen to twenty years of age) They deliberately keep the limit on the low side, biasing for growth. If they determine an adjustment is needed, they declare a 'bonus year', in which they increase the limit by one prey. Parks and Wildlife has declared this a bonus year, so girl hunters worldwide are looking forward to an exciting girl season.

Although falling prey to a hunter is a relatively rare event on a day-to-day basis, girl hunting currently culls roughly one out of five girls before their twenty first birthday. Girls outside 'legal age' are taken as well, due to a small number of 'special' tags issued for the purpose, but women have a less than one percent chance of becoming prey after reaching twenty one, as hunters are more likely to use their 'special' tags on younger under-aged or over-limit prey which will fetch a better price. However, one key statistic is somewhat disturbing to the few senior bureaucrats privileged to know it; an over-age prey has a greater than eighty percent chance of knowing her hunter.

The general populace is aware that legal cannibalism exists, but the cannibal subculture is much larger than the majority know. The government purposefully maintains policies to keep the real numbers obscure. (It is probably worth noting that a great many middle and senior level bureaucrats are active cannibals.) An example of this effort is the Felon Hunts. Everyone hears rumors or "friend of a friend" stories about restaurants and barbecue parties that legally serve human. However, because the government also organizes well-publicized special hunts, with the prey being female felons so sentenced, and because the fate of the prey is known to the public, most put the two together and mistakenly assume that felons are the sole source of meat for such meals. Because of this easy error, very few members of the average non-cannibal public ever realize that all the young people disappearing due to being 'PMed' are in fact being eaten. In light of this, it is easy to guess that the real purpose for the hunts is disinformation rather than the disposal of criminals.

A few miscellaneous facts about the Felon Hunts: Male criminals of equal degree perish in gladiatorial events known as the Death Games. Any woman who fails to report to the Pregnancy Control centers before her sixth month is automatically sentenced to the Felon Hunts and participates around two months after she gives birth. Hunters in the Felon Hunts don't need hunting licenses, but instead pay an entrance fee to the event (and many Felon Hunt hunters aren't even aware of civilian girl hunting.)

The law protects certain individuals from 'PM selection'... in other words, from being hunted. First and foremost are female hunters, who wear a special collar with electronics that prevent a girl tag from being attached around their neck. These are difficult to remove and if it is attempted, they radio an alarm to the local authorities. Thus female FHL holders cannot be taken as prey. Similarly, the government issues "HGV" collars with the same functions to girls designated to be of 'High Genetic Value' (typically due to academic attainments or various indicators of high intelligence, beauty or creativity) in order to shield the best breeders from hunting. HGV collars are worn with pride both by those who come by them honestly, as well as those whose families use their political influence and wealth to obtain them dishonestly. The HGV and FHL tags are hard to tell apart, and to most people they appear to be the same thing. Functionally their only real difference is that a HGV collar is for life, but a FHL collar requires the huntress's yearly active participation in girl hunting. FHLs are hard to come by, with successful applicants chosen by lottery, and if a hunter who takes no prey in a hunting season cannot renew the license and must restart the application process. Thus, a girl cannot protect herself this way unless she's willing to hunt her fellow girls for real. (Note: Men do not wear either 'FHL' or 'HGV' collars. HGV are for women only. Male FHL holders carry an identification card or wristband.)

A woman wearing a HGV or FHL tag is by default desirable to potential mates, since the collar implies she is either rich, powerful, or will make great babies.

Finally, one must hunt the prey in a sporting fashion. Girls are to be taken by hunting, not kidnapping. Note the regulations below about 'no fraud'. ('Examples of fraud or trickery include arranged engagements which the prey believes to be for friendly, romantic or business purposes, or the luring of prey into close quarters through the promise of social or economic interactions.') In other words, getting a girl into bed and slipping a collar around her neck in the middle of sex isn't 'taking in a sporting fashion'.




Girl season opens February 15, with its last day being October 31. Parks and Wildlife expects to continue this traditional definition of the season into the foreseeable future, as it allows the general citizenry to enjoy the winter holidays without worry for self or loved ones,

"Legal" prey are female meats fourteen to twenty years of age who hold neither a Full Hunting License (FHL) nor a Designation of High Genetic Value (HGV).

Each FHL holder shall receive three standard girl tags annually. These are nonremovable radio locator collars for use securing legal prey once taken. These may be used only once and only by the FHL holder for whom they are issued, and only by properly engaging the tag around the neck of the prey as prescribed in the instructions provided. Standard tags expire at the end of the season, with the exception of those tags still securing legal meats not yet consumed. NOTE Temporary amendment valid for the current hunting season only: during this 'bonus year', one additional standard tag shall be issued to each FHL holder, for a total of four standard tags.

Every two years, each FHL holder shall also receive one special tag, for use on one over-limit, under-aged- or over-aged meat. Special tags do not expire until used regardless of how old, and may be sold, donated, or bartered between FHL holders. Special tags must be used on any prey taken outside the legal range or beyond the limit. Special tags do not permit the taking of prohibited game, currently defined as males humans of any age, or female humans of any age who hold either a FHL or a HGV.

At various times in these regulations, references to 'tag' or 'collar' shall be understood to refer to either the special tag or standard tag applicable in the context.

A hunter may only take prey using lawfully sanctioned equipment, and may not take any meat by drugs except for sanctioned tranquilizers administered via a legally sanctioned distance weapon. A hunter may not take prey inside a permanent place of residence, nor a school during class hours, nor a boarding or dormitory facility for a school, nor a hospital. He is allowed to take members of his immediate family, including ex-wives divorced for less than a year, only by use of a special tag, even if the prey is otherwise legal. Finally, a hunter may not take prey by fraud or trickery. Examples of fraud or trickery include arranged engagements which the prey believes to be for friendly, romantic or business purposes, or the luring of prey into close quarters through the promise of social or economic interactions. FHL holders should make themselves familiar with the listings published by Parks and Wildlife of other known situations that have been ruled "fraud or trickery" by the Parks and Wildlife board of governors or in judicial cases.

The juvenile legal child of a FHL holder may take one legal prey per year, to a limit of two children per FHL holder. Tags specifically for use by the juvenile hunter shall be issued. The responsible adult shall provide a special tag should the juvenile hunter take an over-limit, under-aged or over-aged prey. No additional tags are issued to juvenile hunters who hunt under this provision during bonus years. Restriction regarding the hunting of immediate family members are applied in this case to the immediate family of the FHL holder (Example, the Juvenile may not be able to take an aunt as game without use of a special tag because the aunt is sister to the FHL holder parent.)

There is no minimum age for holding a FHL, so any juvenile hunter is eligible to apply for a FHL in their own right rather than hunt under the preceding 'juvenile legal child of a FHL holder' clause. Such juvenile FHL holders shall enjoy the same limits and privileges as an adult FHL holder.

A hunter must tag any prey taken, whether dead or alive. If a hunter accidentally takes a prey out of the age range without possessing a special tag for use on her, he must immediately tag her with one of his standard tags and then go on the open market to purchase a special tag. He may apply for a replacement for the standard tag so used once he has secured the required special tag. FHL holders are advised that open-market special tags are generally expensive to purchase.

Catch and release is absolutely forbidden in girl hunting. An untagged released prey is legally a victim of abduction, and any molestation which occurred is prosecutable under applicable sex crime laws, thus a girl who escapes prior to tagging is highly dangerous to the hunter. Parks and Wildlife strongly cautions FHL holders never to practice catch-and-release while girl hunting.

Once tagged, the prey is defined as 'taken' and her body and personal effects carried when taken become the FHL holder's property, with the exception of any identification or credit instruments. The FHL holder is required to immediately forward these items along with the control tab (which detaches from her tag upon engagement) and a sample of her hair or nails for genetic identification to his nearest Parks and Wildlife office. Once the FHL holder has completed these prerequisites, the holder shall enjoy full lawful ownership of the meat and the right to employ her for any purpose which does result in violation of regulations mentioned below regarding the proper use and disposal of game, and may in full or part, sell her, donate her, exchange her or consume her.

A recipient of girl meat whether whole or in part, whether receiving her alive or dead, need not hold a FHL, but any whole meat in possession of any person must bear a legally and properly applied girl tag from the FHL holder who took her, and if not in the possession of the FHL holder who took her, the possessor must have legally valid sales or transfer documentation for the meat. (Note:the definition of 'whole meat' shall be a live girl or carcass in which the head remains attached to the shoulders such that the collar cannot yet be removed, regardless of the presence or absence of other portions. A meat ceases to be 'whole' and is considered 'slaughtered' upon separation of the head and shoulders, allowing recovery of the collar. Hunters who for any reason cause such a separation to take place prior to tagging please refer to Parks and Wildlife special regulation 'procedures for tagging meats slaughtered prior to application of collar')

Once the meat is slaughtered, the used collar shall be forwarded to the nearest Parks and Wildlife office along with a completed slaughter date document. The slaughtering party is advised to keep for their records copies of all paperwork as well as the 'slaughter tab' which can be detached from the inner surface of the collar after removal from the meat. This is a heat activated tab, and if it cannot be detached (generally the case when the meat is not roasted whole), we suggest application of a candle or other flame to the tag for five minutes.

Note that some regions maintain anti-cruelty laws and animal rights laws which sometime restrict certain unusual uses of the girl meat, but Federation Law and Parks and Wildlife regulations place no restriction on what the legal possessor of a lawfully taken girl meat may do with her. However, Federation Law requires that the meat must be slaughtered within twelve weeks of tagging. If not, the possessor can be found in violation of laws against slavery and other crimes.

If a lawfully taken prey escapes after tagging, the FHL holder should immediately report the fact to the authorities rather than pursuing her himself. They can use the radio locator in her tag to track her and retrieve her. A lawfully tagged meat has no rights or recourse, and local law authorities are required to assist in such captures.

After slaughter, all parts of the meat are subject to various laws which prevent the inappropriate disposition of prey. A summary of these appears in the appendix, but the easiest way to insure your adherence to these laws is to cook all parts of the meat (i.e. whole roasting.) All soft remains which are not consumed should either be cooked and discarded or ground and flushed into septic disposal. All bones should undergo cooking before disposal or feeding to animals. Under no circumstances should remains that are neither cooked nor preserved ever be discarded, sent to trash removal, fed to animals, or buried. The prey or portions thereof may only be preserved as trophies under the supervision of a licensed taxidermist to insure the applicable regulations are followed. It is legal to hold frozen, canned, smoked or otherwise safely preserved uncooked portions for any safe length of time, provided the portion is not improperly disposed of later, (i.e. is not either consumed or in the case of spoilage, fully cooked prior to disposal.)

The fetal meat of pregnant game slaughtered before the third trimester is part of the game and should be consumed with the rest. However, if tagged pregnant game begins delivery (regardless of the stage of pregnancy) prior to slaughter or the onset of cooking, the legal possessor shall summon emergency services to assist the survival of the baby. Pregnant game taken alive during the third trimester or reaching the third trimester before slaughter shall be tagged but not slaughtered, and shall be turned over to the nearest Parks and Wildlife office to hold until she delivers. The time which such game is held by Parks and Wildlife will not count into the twelve week time limit for slaughter. The FHL holder who takes pregnant game at any stage of pregnancy should consider bringing the game to P and W for assessment to guarantee no violations are committed regarding these regulations. The FHL holder, if learning from P and W that the prey will reach the third trimester before the twelve week limit is reached, may elect (but is not required) to leave her in P and W care until delivery, however the additional second trimester time will count against the twelve week limit. In no case does the FHL holder bear parental responsibility for the offspring of game. All offspring of tagged game are the legal ward of the state regardless of genetic parentage and the appropriate local authorities shall handle such as orphans in accordance with local law.
