"There are three basic ways a society can deal with vores. We can be the rulers, or criminals, or we can just try to muddle thru with some compromise. That last choice is insane, extremely difficult to manage, and otherwise confusing, if not entirely contradictory. It is also clearly the best choice."

"But notice that all three countries are poor and backward, and this is precisely because we vores are hunted down and killed there. The great talents of the vore have to be devoted to staying hidden, and alive. We should also note that outsmarting humans is not that difficult, and so these countries are fairly heavily infested with vores, which leads to even more calls for efforts to hunt them down."

"Now you would think that we would like a country that was ruled by vores, such as here, here, and here." Again she stabs at 3 nations on the map. "But they are actually worse for us."
"The basic problem is that there is only so much food to be had. And if vore appetites are unrestrained, that food would be wiped out. So the vore rulers must stop other vores from feeding, and that is best done by eating the excess vores. So unless you are part of the ruling class, once again vores are hunted down and killed, and this time by far more efficient vores. The result is that there are actually less vores where vores rule than where they are under a death sentence. Since there are vores in charge, some of the benefit of vore abilities is gained by society and so these countries are not as poor as with the criminal cases, but again much of that possible benefit is lost."

"So every rich nation, as well as many poor ones, have tried varying compromises. Somehow the vore appetite has to be restrained, but the vore is treated as more or less a common citizen. As I said, such a plan is normally a mess. Nobody really knows just what makes for a successful plan, tho many say they do, and campaigns to change it, sometimes drastically, are constant. Intellectually, it is appalling. But somehow some of these plans have worked, even quite well, for at least some period of time. You are fortunate enough to live under a very successful plan, even if we don't really know what made it so successful."
