un-used characters...DUN DUN DUUUUUUN!!!

whats your opinion about characters that are used only as a way to START a story?

We've all encountered this somehow, be it through published works, our own work or even some stories here on writing.com...What do YOU think about characters who are used to start a story then are basicaly thrown aside?
