"You're not from around here, are you?" is not polite, and often leads to fights. "Bless your heart" is polite, and it usually means "Well, aren't you stupid." A REVIEW OF THIS FROM ANOTHER SOUTHERNER: Rate the thing 5! What else will do? "Bless your heart" can also mean - "Lawdy! Would you look at those fat thighs!" or perhaps "Just whothe hell does she think she is?" or maybe "She had it comin'."
