Freezing rain, piercing wind, streets and walkways treacherous for driving or walking. Pedestrians hide under umbrellas, bustling to work -- except for one man sitting on the sidewalk, his back to a building, his head bowed. Ice cakes his parka, his pants. He has no place to go.
