Why local phone company messed with my house phone;

The local library has a set of Encyclopedia[s] of Social Issues and the answer to why AT&T kept messing with the land line phone to the point that it as as if I had no home phone which was found on p247-248 Vol.1 p.1997, "The courts have held that conversations via cellular telephones (as well as any cordless phone) are not protected by the same privacy as conversations on telephones that use only wire transmission[s] [house phones].
