It is an act of God that makes the rain to happen.
There can be too much rain and cause a flood.
But the truth is that it is all in God's hands.
He knows what He is doing and never makes a mistake.
That is just the way that God is and has been from the foundation of the world and before.

In the west there is a drought going on now.
The Lord knows all about it and will provide rain as it happens.
He will not leave the people to suffer but will bless in due time
