About ten years ago, the Cosmic Cruisers from a parallel reality arrived on Earth to give technology to the people of this reality to help us become an interstellar species. Neutrino dissimilator technology allows people to be safely miniaturized, and is used by law enforcement to shrink law breaking minors down to an inch tall, and force them to live in dorms on campus.

Trams take them to their classes, and they interact with normal sized students.
