Items in your portfolio can be moved to previously created folder items by using the Portfolio Organizer (click Portfolio/Portfolio Organizer) which opens in a pop-up window (these must be allowed for the site) and allows you to drag and drop the items into the position below an opened folder -- you do not drop the item on top of the folder. When an item has been successfully moved inside a folder, the Organizer will display it with an indent. No indent means the item was just moved after the folder. Click on the ? to see specific directions for use. The Portfolio Organizer can also change the order in which items are displayed.

If the folder doesn't have any items already inside it, you may need to edit the first item to use the Location drop-down menu to put that item in the folder - the default setting is My Portfolio. The Organizer should work normally after that. Alternatively, you can use the item's edit page to move any item, one at a time.
