Oh, I am so tempted to include a character from "Captain of the Heart" in this! The timing would be perfect.

The Alpha Quadrant is shattered. Billions are dead, whole planets scorched. Cardassia Prime has suffered untold horror at the hands of the Jem'Hadar, with 800 million exterminated alone. Both Starfleet and the Romulan Imperial Fleet have been gutted; barely enough ships of the line are available for simple patrol and security duties, to say nothing of the humanitarian missions now forced upon them by the civilian government.

It is the time of Reconstruction. Whole systems pledge their full resources to help others in dire need. To rebuild this region of space, commerce is key. Shipyards are busy as never before, as the orders for new and better ships roll in. The Ferengi Alliance, under the watchful and sensible eyes of the Grand Nagus Rom, provides a ready merchant fleet to aid in the crisis - after all, customers need help getting to market, and the war was good for business (Rule of Aquisition #36)...

And in the middle of the growing activity and the hope for the future of the Federation and the aligned worlds, a new generation of Starfleet officers, battle-tested and eager for challenge, begins to assert themselves, shaking off the old bureaucracy and the petty fiefdoms of the Admiralty, sailing boldly into the future with their hands on the helm.
