I think I discovered the problem:

If I click on your handle and then click on Badges, it gives me the access restricted message you mention because you have limited access to your Community tab. It does not generate an error message.

I am pretty sure someone could still give you a badge by clicking on "Points" and then "Merit Badges:Shop" on the left side of the screen and typing in your username.

You can change the setting on your community tab by clicking on the little gear you see on that tab. You will see "Access to your Community tab: " followed by a dropdown menu and you can choose who can see that tab.
