Publishing involves a legal contract. Anyone not old enough to legally sign a contract would need to have a parent or guardian involved.
Labor and/or tax laws and the age at which a minor is allowed to work would most likely be what would govern whether the minor author could be paid directly or whether a parent or guardian would need to be involved.
You should be able to google to find the answers to those points-- probably most accurately in .gov pages.
Another consideration could be that by the time your novel is actually ready to submit to an agent or a publisher, you might no longer be a minor. In The First Five Pages, Noah Lukeman writes that 99% of the novels submitted to agents are not technically competent enough to be considered. It can also take a couple of years to get a novel published once the contract has been signed.
