Probably the day you start writing it.

I've seen letters in novels that had interrim dates in the body of the letter, or that mentioned that x time had passed since they wrote the previous paragraph.

The (approximate) mailing date would be on the postmark, anyway.

Or you could just use the month and year, and leave off the day of the month.
