Deleted accounts are gone. They are not re-instated.

As to why -- The user agreement is linked as Terms of Service on the My Account/Account Info page, and at the bottom of the page here. The reasons accounts are deleted are listed there.

If the paid basic membership expired and the resulting free account wasn't logged into for the next 3 months, the account would have met the requirements of the deletion for inactivity rule. Otherwise, the deletion would have been for one of the other reasons listed in the user agreement.
