Item owners are allowed to specify their choice of over 90 genres and up to 150 characters of keywords of their own choosing, and the site search does include those fields. However, a lot of item owners don't use those fields. The site can't do anything about that.

Other possible causes for items not showing up in search --
If your content rating filter is set lower than the content rating of the item.
If the extra filter in the interactives section of the site search is turned on.

The content rating filter is the second drop menu in the top line.

The extra filter is in the area under the sort and paging bar. To search all the interactives, it should be set to:
Interactive Story Filter:
Status: Not Filtering Results
Click here to filter out the most common topics

If it's not either of those issues, then the item owners are responsible for the absences.
