Can I say buy a premium membership with cash but pay the difference with GPs and buy a premier membership?

You can't pay the difference with GPs... what you can do is buy GPs to fill in what you need and then use the GP balance to buy the membership. But also remember as NW pointed out, the "move up and save" sale can't be done with Gift Points.
