First, it sounds like you need to learn how to do rewrites and read over your material with a clear and unobjective eye so that you can find the good points and the bad and learn how to fix the problems. Also, learn to recognize that nothing is perfect the first time around and in order for anything to be of quality you must rewrite, revise, and edit.
Second, one of the best pieces of advice a teacher once gave me is that you have to write the bad in order to get to the good. That means for every 1 good story you feel you can do something with, you will write 9 bad stories (or poems) before you find the good story. So when I'm writing something that I'm totally blocked on, that I know is not my best work, or even quality of any level, I just keep plugging away until I find other inspiration because I know I'll find it eventually.
