I usually go along with what Writers Digest says in my own writing:
" Short stories range anywhere from 1,500 to 30,000 words; Novellas run from 30,000 to 50,000; Novels range from 55,000 to 300,000 words.."
However, a contest, magazine, etc can adjust this. Like on this site some contests limit short stories to 1,000 words or less. (For ease of reading during judging)
Also many "Flash Fiction" is shorter. A friend of mine writes flash fiction a lot under 300 words.
