Could be a couple of different things --

The folder must be opened first, in order to put anything into it. Click on the folder's title to open (aka expand) it.

Some people have trouble putting an item into an empty folder. The workaround is to use the location menu on the edit item page, or the portfolio Move function (click the gear icon after PORTFOLIO above your item listing to open that area), to put one item into the folder. After that, try the drag and drop Portfolio Organizer again to see if it works for you.

If your computer is too old for the Portfolio Organizer to work, then you can still use the portfolio Move function and/or the create/edit item page to move things around.

Also, it's not so much the age of the computer, as how out-of-date the browser is. If you can update your Chrome browser, you should, because Chrome/49 is a really old version. The current version is in the mid 60's.
