If you delete interactive chapters, that's a 1-step permanent deletion. There is no second chance with the Recycling Bin, which is only for items.

Interactives are deleted the same way any other item is deleted.

Step 1.
Click on the gear icon at the upper right of the item.
Click on Delete Item.
Confirm the deletion.

A success message says the item has been moved to the Recycling Bin.

Step 2.
To completely get rid of the item and free up its item count --
Open the Recycling Bin and click on the gear icon at the right of the item listing.
Click on Purge From Bin.
Confirm the purge.

A success message says the item has been purged.

Or, if you want to delete all the items in the Recycling Bin, you can use the Purge Bin button on the Recycling Bin listing/header, which doesn't show unless there's something in the Bin.
