My first script at this contest I did a full script for a TV episode. Afterward I was told it only had to be a few scenes, unless I wanted to do a complete episode.
Last month I just did a teaser and Scene 1.
So I guess the answer would be, yes. It needs to be a complete episode or a few scenes.
