This is not a bug. This sort of problem belongs in "Technical Support Forum" .

Your access restrictions do not allow free members to access the item.
Membership Restrictions: Basic
Access Restrictions: Registered Users and higher only.

If you want to change this, open the edit page of the item and scroll down to click on Advanced. The paid membership access restriction would need to be set to Free. Then save the edit.
