As far as I know, there isn't a button that says "send it to the recycling bin." The item tools menu says Delete Item, and the Portfolio bulk tool says Delete Items.

Your Recycle Bin is currently empty. The Purge Bin button is only visible when there is an item actually IN the Recycle Bin.
It's directly under the Recycle Bin title:
Contains: ## items | Purge Bin

The attempt didn't log an error message. There are no locked items.

So ... is it a Folder item?

If the item is a Folder and it is not empty, it cannot be deleted until it is empty.

The fix: empty it and then use the Delete Item button again. This should move it to the Recycle Bin so it can be purged.
