Here is the wording from Community Recognition from Writing.Com 101 :

Multiple Merit Badges received from the same member only qualify if they are given more than 2 weeks (14 days) apart


I added the underline for emphasis to point out it needs to be MORE than 14 days rather than EXACTLY 14 days.

That is probably the problem.
