For me the page is working normally the way it's been for the last 8 years -- click on the down arrow, and the drop menu of folder names appears; click on the word Folders, and it loads the Email Folders manage page.

If that isn't what you're seeing, then the standard first response suggestions for when something is weird:
1. Clear browser cache. Shut down all browser windows. Reboot the browser.
2. Make sure your browser is up to date.
3. Try another browser.
4. Reboot your computer.
