That said --

While you only need a Basic paid membership to create a Forum item, you would only be able to put access restrictions on such a Forum item for site account status (grey case or black case) or paid membership status (free, or up to whatever paid membership you would have).

To create a "safe place to share," you might need to have a Group so that the Forum item can be access-restricted to just the members of the Group. For that, you would need an Upgraded paid membership.
