The default ordering system for new items is to assign them a portfolio order number of zero. This puts new items at the top, until you use either of the portfolio organization tools to change the order, which gives all current items non-zero portfolio order numbers. New items still get zero, so they sort at the bottom.

You can use either portfolio organization tool to put new items where you want them.
